away in 1998, not only the president of his own san francisco-based company, but an urban conservationist who made his mark on a ridge route on a rocky ridge in telegraph hill that the city had once considered unusable. mr. early single handedly created a spot of greenery that is now named for him the jack e. early park and for his efforts he won an award from san francisco beautiful and was nominated for environmental prize by friends of the urban forest. when mr. early passed in 1998 he bequested five large evergreen trees to the city and those trees were planted at washington square park in may of last year. this legislation again would allow us to accept a gift of this plaque to really commemorate his efforts and what he was able to do to create some greenery in one of the densest and least green spaces in san francisco. >> thank you. so, if there are no questions, let's open it for public comment. is there anyone from the public that would like to speak? seeing none, public comment is closed. so, colleagues, can we move this forward without objection? thank you. and,

what will move through the country weatherwise. there is a storm developing. if you're in san francisco, it has been a deluge of rain. as we toward tomorrow, watch san francisco once again get hit with rain. you can see that move through. it does move out by monday. monday, the west coast is dry. here's what we're really watching. this will be our christmas week storm more or less. area of low pressure will develop here in the gulf of mexico. we'll bring in moisture from the gulf. there develops that low. this is christmas. it may not be white, but it will be wet. perhaps in little rock and new orleans and birmingham and atlanta, down here into the deep south. if we can get enough cold air down here, we may mix in a few snow flurries. we're keeping an eye on how deep that cold air gets. it looks like that low will develop. and across the country here into the midatlantic and bring some snowwednesday, thursday timeframe into the northeast again. we'll have to keep an eye on that. the focus for today, the northeast, of course, some snow showers even around new york city perhaps today. but

to work. just watching an interesting computer model. it's been a deluge, awful travel in san francisco the last couple of days. for tomorrow, watch california, here comes a next system. so another day in san francisco and seattle with rain. by monday, the west coast clears out. but here's the little interesting nugget that could happen. on monday, watch what happens here in the gulf. moisture comes up from the gulf, an area of low pressure develops. this is the deep south. birmingham to new orleans to atlanta, could be a wet christmas. rain, not a white one. then we could see this area of low pressure develop, and it's from tuesday to thursday in the mid-atlantic and northeast, we could be looking at another storm. we'll have to keep our eyes on that model. forecast, though, for today, pretty blustery. watching us from the northeast, new york city could see a few snow showers coming down. but the winds are pretty strong. so it's pretty chilly. so some snow in western great lakes. of course, we're seeing that, the lake-effect snow guns firing off. another wet day on the west coast, rand

on the runway there. san francisco ensconced in rain and wind, so delays all morning and expected throughout the day, as well. so here's a look at the biggest problem in the northeast. not only do we have this lake-enhanced snow coming down so we're going to see another 4 to 6 inches, possibly more than that. in these lake-effect area that typically sees it in upstate new york and western new york. but it's the winds that are courtesy of the big storm, 20-, 30-mile-per-hour wind gusts. they will abate tonight, but they're still pretty strong. let's talk about a white christmas. historically, believe it or not, there's only a 10% chance of a white one. in new york city. 23% in boston. 33% of a chance in pittsburgh. 40% in chicago. looks like if only place that will see it on this board is pittsburgh because of the lake-effect snow. so look at this. a lot of the country, though, will see white xhals meergeally means we have an inch of snow on the ground christmas morning. even if it's falling we need an inch on the ground in the morning. that's where we're going to see that white christmas. lo

as the mayor of san francisco through the shootings there, and then the series of mass killings, the 101, the stockton, california, all of the assault weapon issues that arose in california made you the first advocate really. tell me about the history and what happened when you first went to the senate. >> it's a little bit more than being an advocate. we actually wrote that assault weapons bill. i came here. we set about writing a bill. i talked to senator biden about it. he was then chairman of the judiciary committee, and he laughed at me, and he said, diane, you're new here. wait until the gunners get hold of you. i said, joe, i'm going to do this as an amendment on your crime bill. i did. it wasn't -- there was no -- it was debated. there was a motion to table. we won the motion to table. chuck schumer did the bill in the house. both bills went through unamended, were signed by president clinton who mobilized people in the house, was very helpful and became the law for ten years. what we have been doing for more than a year now is going through that bill carefully, making improvemen

. luther beagle who joins us from -- today from san francisco. dr. beagle, good to talk to you again. >> hi, how you doing? >> bill: we're doing good. are you still on mars time even though you're in san francisco? >> no. i made it off mars time. didn't get divorced. was pretty happy about the whole thing. >> bill: off mars time for a couple of days huh? >> we got off mars time about four weeks ago. we're all on earth time. >> bill: why is that? >> well, it is the way -- it was killing a lot of people. it is really difficult to do. so we went down to regular day shifts so now we're working like 8:00 to 7:00 during the day. and we program the rover and we get the information back. it is a little inefficient but it makes for a much happier work environment. >> how many hours are there in a mars day? >> 24 hours and 40 minutes. >> bill: so then you have to calculate that. >> what happens is your day starts 40 minutes later and it gets weird when it gets like 2:00 in the morning. >> bill: all right now we want t
